Hi Mahesh, 

There is not defined line but to give you an example.

If you change the form layout, add a few existing fields on the form or remove some, it will be a minor change.

If you are altering the behavior of existing oob scripts(business rule, script includes ets), this will be a big change.

Changing script son task table or global objects, major change
