what is change value how it's getting calculated on dashboard

This is the difference between the month you are watching, compared to the previous month. It's a simple current -/- previous calculation.

but how the value 4.20 got calculated or how does this dashboard indicating this value

Check on the indicators that are behind this widget. They will tell you the data they collect and how the calculation is done. I can't look into your instance, so I can only assume. Your indicators will show you what exactly is done, on which table and with which data.
