Hi,
If you are a SN developer, All web services which are setup in your Service Now instances are called as Inbound for you and you become a Producer
And
All web services which are setup in the external or third systems are called as Outbound and you would access this to get connected with them and then you are termed as a Consumer

In My opinion Inbound means where we are providing the service for any third Party (be it another instance or third party tool ) to consume
Outbound is where we are consuming the service and third party is acting as the provider
This is the best way i remembered the difference and hope this helps
