What kind of Business Rule cannot be exported?

When I used Select All and exported Business Rules, there were originally 5258 pieces of records, but in the exported .xslx file, there were only 5197 pieces of records, a difference of 61 pieces. Why were these not exported? The same issue occurs when exporting  all Client Scripts. Are these unexported records OOTB？

@ma kaiyue : There could be business rules for any restricted-scoped applications that don't get downloaded from different scopes sometimes. Could you check the scope of the missing business rules?
