What would cause a field choice not to show up as an option on a Report filter condition?

Hello All,
What would cause a field choice not to show up as an option on a Report filter condition as an option?
Incident extends task, which is where this field resides.
Other choices from the field on the task table are there, just not this one. What are the possibilities?
And I have checked the sorting... it is nowhere in the list.

Hi Jhill,
Click on gear icon on the choice list and include column 'Table' .Check if its on incident table.

It could be that the value is used more than once (not the label, the value.)
You have 2,356 choices in that choice list? I'm hoping some of those are for other languages or this is a dependent choice list that is filtered from the selection of another one.
If your choice list gets beyond about 15 elements, I recommend using a reference field as best practice. See section 4 here.

Thank you for your comment.
Yes, the field is narrowed down depending on which Business Service and Call Type you choose. So there only ends up being 3 or 4 selections.
When you say that the value is used more than once, the value of the field?
The field exists on the Task table, not the incident table. I wonder if that has anything to do with this. However, other choices show up- that is what is to puzzling.
