Flow Designer is published and Activated. All got saved in update set and when we move it to another instance the flow is not Activated. Why that Activation isn't automatic? or anything I am missing here? Whether it has to be activated manually?

Hi,
this is an expected behavior and how Flow Designer has been designed in the platform, when you move a Flow Designer from one instance to another through Update Set, the system will keep the Flow Designer inactive so that System Administrator will be able to Validate it first and then later Activate it, this will prevent any potential unexpected impacts.
Hope this clarify your doubt.

Thank you very much

i tested on my personal instance. and it is capturing it and you don't need to activate it manually.
if it has captured as "Activated" and you move the update set from one instance to other instance. it will remain activated , no manual work require here.
