Flow Designer is published and Activated. All got saved in update set and when we move it to another instance the flow is not Activated. Why that Activation isn't automatic? or anything I am missing here? Whether it has to be activated manually?

Hi,
this is an expected behavior and how Flow Designer has been designed in the platform, when you move a Flow Designer from one instance to another through Update Set, the system will keep the Flow Designer inactive so that System Administrator will be able to Validate it first and then later Activate it, this will prevent any potential unexpected impacts.

Thanks for your response. So you meant to say if we upload flow designer as a xml to another instance that will resolve this issue right?
Also what is the xml file you attached?

either you upload an xml or you upload it via update source. it will be available as activated and published.

i would suggest you to upload the xml file which i have attached. it has an update set with one dummy flow designer and see what are you getting. it will be clear your doubt as well.
