when the state is cancelled making the additional comments mandatory in the incident form?

you can use UI policy for this, this is an easy requirement.

I did the same thing, but when even I am refreshing again additional comments become mandatory all the time.

Check for any other data policies or ui policies or client scripts that are making the field mandatory and disable them.
