When there is no workflow , request goes to manager why ?

In My Customer Instance , when there is no single workflow for catalogue item , but approval goes to manager why ?

I am agree with @Community Alums regrading default Workflow, and seems i was confused that it must be attached. But even though this workflow not attached still it execute with condition like price greater than $1000.

Have you checked the whether any BR has been customized to add approvals ?
