assigned to is there only few cases when we moved from one group to other group assigned to is empty for that it empty is not showing, for other cases in same incident it was showing empty when we moved from one group(if that is assigned to anyone) to the other group

My team needs to know how to run Incident Activity report on State. Where are States records saved in ServiceNow platform?

The states (along with other field changes are stored in the history tables.) For performance reasons, these don't show up as available tables to report on.
If you did report on them, you would get things like "at this time, the state changed from X to Y". Something tells me that wouldn't be a very useful report.
I invite you to look in to using Metrics and do a report on that. They are easy to set up and easy to report on. That will tell you a bit more meaningful information like "Our average 'Awaiting user info' state is 3 days' - what can we do about that?
