Where can I access/install this health scan dashboard? It doesn't mention anything around that.

As per Mark's comment, I don't believe this can be installed on customers' instances.

AFAIK, the tool does not reside on your instance but is rather executed outside of the instance by ServiceNow.

You would need to reach out to ServiceNow, maybe your Account Manager or raise a Support case.

By looking at the doc, it looks like the offering is included in the ServiceNow Impact offering but you may be still be able to request it without its entitlement.

As James said, You need to check with your ServiceNow account manager to get this installed (In my previous projects we got it installed) and also you can request for the scans and then review it yourself.

Please check https://YOURINSTANCE.service-now.com/now/security-center/home which give more insights on security perspective, similar to the health scan.

You could consider using Instance Scan. See the ton of articles I wrote on this subject 😀
