Who can re-open a "resolved" Major Incident? Should it be restricted to Major Incident Managers?

When a Major Incident has been resolved anyone including the customer can re-open a resolved Incident (this includes Majors).  How do other teams handle their Major Incidents?  Should Major Incident Managers (MIM) be the only individuals able to re-open a Major Incident from a Resolved state?  What are the industry standards for Major Incident Management?
