Why is a form layout record created just by opening a record?

Hello,
Is it normal for a form layout record to be created just by opening a record?

When i tried looking for the email mentioned in the logs by searching for the sys_id of this email, 

It seems that a form layout record was created. Is this normal?
I just opened the referenced email and did not do any changes on the form yet it created a form layout record.

Definitely not normal. Check if there is something onLoad on that table, which may be doing it. May need to create a support case if nothing works

Hello,
I just found the cause. This is also present in the PDI. When you open a a record for the first time, it creates a form layout record.
