Why "performance analytics" option is not available in widget category while adding to dashboard

For some people it is showing and not for few, What is the role required for it to available "performance analytics" as  widget category 

Instead of " performance analytics" we have one more category" performance Dashboards" it is available there.
Any missed roles or configuration  suggestion  can be appreciated. 

How to keep available  "performance analytics" option in the  widget category.

pa_power_user is the role but it gives them access to do other things as we. See Docs link below.
