Why there is change in the Compose section UI, when the Impact/Urgency options are modified.

I need to fix a defect:
Why there is change in the Compose section UI, when the Impact/Urgency options are modified as High/High, Medium/Medium, Medium/High combination. 

When i checked with one open incident in SOW- i changed the impact and urgency as 1,1 the compose section in the right-hand side is changing to compose an email. It is occurring in critical, high and moderate.

why this behaviour is occurring ?

@akhilaanil  Yes it is. As far as i know, we don't have any control over that.

It's not a defect. It's OOB behavior. We can't control that.
