Will a custom role with no access count as a Fulfiller license in ServiceNow?

I’m trying to better understand how ServiceNow licensing works with custom roles.
Suppose I create a custom role that doesn’t provide any access or permissions (basically an empty role, similar in nature to snc_internal). If a user is assigned only this custom role, will ServiceNow count that user as consuming a Fulfiller license?
The goal is to make sure that by creating and assigning such roles, we don’t accidentally trigger license consumption under the Fulfiller category. Has anyone tested or validated this using Subscription Management / License Analytics?

Hi @Munender Singh ,
Creating a custom/ blank role will be somewhat like ESS role (Will be able to access only self service mosules) so It will not be counted in licensed role as generally ITIL and few other roles require license.
To determine if a role consumes a license, you must check if the role is listed in the license_role table in your instance, as only certain roles are tied to paid subscriptions.
