Cannot Assign Topic on Guided Self-Service Process

I am trying to get a Guided Self-Service Process to be visible on the Employee Center.
I was following steps on a Video but the step where they assigned the Guided Self-Service Process to a Topic.

I created a Guided Self Set up called Application Management:

The step to add the Guided Slf Service to a topic is a step I cannot replicate, as the UI Action is hidden:

I read that I needed to assign certain roles:
wm_admin
wm_basic
playbook.write
playbook.admin
sn_hr_sp.admin

 

But even after assigning these roles, the option to add a topic isnt working.

I also tried to do this via the Topic > Guided Self Service Tab:

But the Guided Set up I created is not available in the selectable list of Guided Self Service Process options:

Any advise for what may be causing this to not be doable?
