Navigation Tab cannot be created directly, how can it be created?

I hope you have resolved the issue but the thing here as Paul said is create or edit the Search Profile that you have defined as "Service Portal Default Search Profile".
If you opened you will see different options below
You can Create and Link or Link Navigation Tabs already existed from the ais_search_source table.
In my case I just want to get Case and Knowledge and those are already created so I just linked.
