Customize the return message when there is no search result

On the ESC portal when there is no search result returned it is showing message "Try entering shorter phrases, or using different words in your query. For example, try "vacation days" instead of "how many days vacation." . I'd like to change the message and include a link to the catalog item to allow user to describe the service they need help with.

 

Does anyone know how to configure it?
