Besides the look and feel difference, what are the additional capabilities of Employee Center (not the Pro) compared to Service Portal?

"My Tasks" is available on EC. Is it not available on Service Portal ?

Correct, out of box it does not. Service Portal usually has a menu item for approvals and requests, but not all tasks/to-dos.
