Hi,
I want to add a topic called ‘External Links’ that contains a dropdown with four external websites. I don’t want to add these as shortcuts (as shown in the screenshot). How can I update this without creating a catalog item, and how can I remove the icons circled in green in the screenshot?

Well you can just create a content item and set it as External Content and give it the URL. That will work just as a link, and the user will be able to search for it as well: https://www.servicenow.com/docs/bundle/zurich-servicenow-platform/page/product/service-catalog-manag...
Regarding the icon on the topic you need to do it in the instance options and set it as text only:
You have two options - primary and secondary. So the primrary is for everything, and then you can set a secondary display for e.g. Text-only and then select the topics that should not have an icon.:
On the widget page (and the topic header) you press CTRL+Right-Click and then choose instance options:
