How to set up task SLAs section should be in incident form on top

 

Please suggest any have idea for this. please refer attached screenshot.

Related lists are stored at the bottom of the page.
To show SLA's on top of the form you'd have to create your own formatter and UI macro.

Formatters (servicenow.com)

I wouldn't bother since it's a rather big job to do and I don't really see the benefit of doing it.
