Language Picker is missing a user in Portal

Hi Team,

Language picker is missing for a user in Test instance, In Prod and Dev user is able to view the Language picker.

Prod and Dev

Rightnow only for this user only.

Verified user roles in Prod Test  and dev, he is having ITIL role in all three instances

we don't know about that, Just now I have checked issue is for other users as well
