I am looking to create a "Help" page for users to find resources related to using the Employee Center portal (how to navigate the portal, submit requests, check the status of your request, etc.). Resources on this 'microsite' would include knowledge articles, service requests, News articles and rich text.
Should this be created as a Topic Page? Or a standalone page?
The benefit of it being a topic page would be so knowledge & services can be added more dynamically, but the downside is that it would be included in our mega-menu taxonomy and I would prefer to pull this "Help" page to be pulled out of the taxonomy and listed as a menu quick-link.
Is this possible? Please advise!

Quick Links are part of the taxonomy so making it a QL is not pulling it out of taxonomy. In your screenshot, the Org Chart and Our Company QLs are connected content under the Human resources topic which is why they show up there.
Although I am not sure what you're wanting to accomplish by not having it part of the taxonomy... for your use case I'd say you are probably looking at just a standalone page and then add an external QL to that page under whichever topic you want it to be under in the mega menu.
Another option would be to add a standalone menu item to the Employee Center menu (Service Portal -> Widget Instances -> Employee Center Menu). From there, in the Menu items related list add a new item (page/external url/knowledge article) This will put the menu item directly in the top level of the mega menu (basically as if it were a topic page with connected content.)

I created a new topic in the taxonomy parallel to the 'Employee' topic. I named this 'Microsites' and beneath this topic page, created a topic for 'Help'. Grab the page's URL from the page preview and place it wherever you want. This worked like a charm! The site breadcrumbs have it navigating directly off the homepage portal but there is no additional menu visible.
