Make sure about below checks :
- Topics has atleast one connected content
- Go to 'Advanced Portal Navigation' from the left navigator
- Open the record
- Click on sync hierarchy
- Set the menu item Active to true in the related lists.
Accept the solution and mark as helpful if it does, to benefit future readers.

Hi @joshmorris : When you clone the taxonomy, connected content doesn't get cloned. If there is no connected content, then the taxonomy will no longer be visible. So you need to add connected content to cloned taxonomy, so that it is visible.
Note: Connected content, doesn't get capture automatically in update sets. You have to either move via XML or need to forcefully added.

Bhavesh

You opened portal record from the list view of advanced portal navigation.
Instead go to 'Advanced portal navigation' and click on the info icon (i) left side to the each row and open the record from there. previously you might have clicked on the portal name in the list view which is a reference field so you landed in a different page.
Added screenshot. open it from there
