Is there a possibility that we default a widget in the "Recommended for you" to all users using Employee Center Pro portal? Here is the question - let's say a widget named "Report an Incident" which needs to be displayed in the "Recommended for you" area and that should be displayed to all the user.

Yo can clone OOB widget "Relevant for you" and play around to put static value as per your need.
