Hi,
It would appear that you are trying to deactivate the only account in your instance with the Admin role, as a safeguard servicenow has a system property sn_templated_snip.min_admin_count which will not allow the number of accounts with the admin role to fall below.
You will need to allocate the Admin role to another user before this account can be deactivated.

where is the user application administrator? is there another that could be added as application administrator?

We have a vendor to maintain ServiceNow, and now we need to close the service. I need to remove or deactivate users from the vendor, but I'm unable to deactivate that vendor user.
I have both the admin and security_admin roles, yet I'm still unable to deactivate that user. please let me know what i do.

Does your Admin role contain the role: sn_templated_snip.template_snippet_admin?
If not add that role to your own account and try to deactivate the user
