For the Accessibility Level of Business Applications, the choices are A (lowest), AA (mid-range) and AAA (highest). But I'm not sure how I should interpret that and guide our users. Does A (lowest) mean an application requires the lowest level of security and approval for users to gain access, so "lowest" refers to level of approval needed? Or does A (lowest) mean an application has the least level of accessibility, meaning it is the most difficult to get approval/access to?

Those values are in relation to WCAG and are how accessible an application is for users with disabilities. A is the lowest level, and AAA is for those applications that cater for all accessibility challenges

No, this AAA refers to the concept of form accessibility, and it is not related to the security of records
