Life Cycle Stage & Status in Service Builder

Team,
We are Using Service Builder to update Business Services. Most of the Business services don't have offerings.
While updating it through service builder, when selecting Life Cycle stage / Status as operational & In Use it won't allow to publish service & gives alert ''a service cannot move to an operational life cycle stage without offering'
How to modify/ edit this so it can publish without offering.

This is a little tricky... The workaround we have come to know in my company is that the parent /technical service record must first be set to Stage = Operational and Status = In Use by the Technical Service owner. However the Technical Service owner cannot update to that Stage and Status until a Service Offering exists that has selected that parent Technical Service. This is a one-time initialization task.

Same is true for Business Services. The parent record depends on a Business Service Offering to exist that has selected that parent, and then the parent record Stage/Status can be updated.

I got one business rule (Service Offering catalog phase check) , which can be deactivated. But its applicable on form level. (cmdb_ci_service).
