Only have 2 instances to develop?

Recently our team went to a servicenow event and commented that at the beginning of hiring ITSM you are given access to three instances, however reviewing we only have the Dev and Prod instances in use, could someone guide me How to validate if we have the 3 instances Dev, Test, Prod within the contract
