OOTBで表示されているドットウォークフィールドのツールチップを非表示にする方法はありますか？
フィールドラベルにヒントの設定はしていないです。

Is your first screenshot of the Test New Record showing the task form, or a table that extends it. When looking at the Dictionary Entry for the Number field, be sure to look at the Field Labels record in the Labels related list for this specific table, not the root Task table. If you don't have one for this table and are seeing the Hint, try creating a Label record for this table with the Hint empty, and that should do it.
