Why in RAM when Factors is selected "both" it is always division by 100% irrespective of weight change.
As this calculation is not mentioned anywhere.

Weightage is always for the qualitative factors, it has no association with the quantitative factors. The label name itself qualitative weighting percentage (%) in the factor configuration page.
Also in your example, I think you have chosen "percentage" as the user response type with factor contribution as "both" for those two factors. Hence you are seeing 70%(which is 0.7) and 30% (which is 0.3)
