Cannot install Operational Risk Management (Australia) on Demo Hub

I have made a clean install of ServiceNow Asutralia (zBoot, delete demo data), installed Demo Hub and I am trying to install the demo narrative called "Operational Risk Management (Australia)". 

When I open the relevant modal, under the setup tab, there is an "Install" button (curious it's now "Download and Install") and it says "Ready to install: No" (see attached screenshot).

When I press the "Install" button I expect the narrative to be installed.

Instead the button does change to "Intalling", but nothing happens. Nothing appears in the Download or Install queue and if a close and reopen the modal, the button says "Install" again and it is as if I did nothing.

Can anyone help?

Specific "Operational Risk Management" application operates under the premium IRM Professional license and it is not be available for full, out-of-the-box installation in a free PDI environment.
