Create a new Designer like Attestation Designer

I talked with the client and they want to create a new Designer like the Attestation Designer no edit the existing one, that's why I was asking for the code to replicate the designer to create a new one. There is any form to create something similar on ServiceNow?

@Alex Jeremias L  - what is it that the customer wants to do that the current attestation designer cannot do - those are the specifics I was asking for.  There is probably a different solution than building a custom designer, but until we hear the requirements we cannot give any guidance.
