Delegating delegations for users

I am trying to allow users with user_admin to setup delegates for other end users. Is this the wrong approach? I haven't had any luck adding additional acls on. (read\create\delete) they still seem to show restricted.
Any ideas out there? I am suprised this isn't already a built in role.

Hi Dereck,
What your condition is actually doing is looking if the user the delegation is for (empty when creating a new delegation) has the user_admin role...
You should simply add the role user_admin to requires role of that ACL.

Wouldn't it be wise to allow the user to set his own delegates instead of a user admin to do for all?

Greetings everyone,
thanks for your replies first of all. My scenario is this. I do agree that it is great to allow the user to set their own delegates. What I'm looking for is to allow that and the users that have user_admin role to be able to assist the end user.
IE: Half our people don't want to do the work themselves, so I am delegating the delegate permission to the helpdesk to help end user support instead of having to take action myself.

Hi Derek,
We had a similar issue . The ideal situation will be End users should be able to see their Delegated members and should be able to set delegations by themselves .In your case One thing that should work is create a Service Request .Approval should be with Admins/ Service Now ops team and post their approval it should automatically update the Delegations. Second Scenario would be Ops team should create a task and create delegation for that duration on End User's Behalf.
You can charge client on the number of Requests fulfilled by Ops Team
