How do I make my assess button to define who is the assessor and approver when clicked in IRM

Dear Experts,

I would like to ask how do we make the assess button to perform risk assessment request under the Risk Management Workspace so that I can specify details such as the risk, assessor and approver information to initiate risk assessment as the red frame picture attached below rather than having the system defined Risk Assessment in the blue frame picture below.
