Does anyone have licensing requirements info pertaining to the following case:
We are standing up a risk program and I was recently told that for every risk assessment sent out, my organization would need a single license for each user attesting. This is not as cost-effective as feasible as we thought. Is this a new licensing structure? Some of the users that may be attesting do not use ServiceNow extensively nor do they have an ITIL license. Can someone shed insight on paying for an individual license for an attestor? I'm also open to any advice on how to decide where to go from here.

You were misinformed - answering risk assessments does not require a license.
If you are using the legacy risk assessments, those are based on the platform assessment engine. And any user in your user table can answer them. This is similar to the way that any user can answer a satisfaction survey from incident management.
If you are using the advanced risk assessments, there is a new role sn_grc.business_user that allows any user to answer those assessments, along with other features.
