Need to add a URL as a help text on Risk event form

Need to add a URL to a knowledge article as a help text/Tool tip in Risk event form, on the impact drop down field on UI 16 as well as on risk workspace. Is this possible.

No, that is not possible. 

You could put an annotation field below your field, having the (clickable) URL in it.

I do not think it is possible to have an URL as a help text. 

Have you considered having the URL added to field label?

You can configure the field label and type in your link address in the URL field. 

Enter the URL of the target file to open when the field label or icon is clicked. This can be a complete URL to a file outside the instance, or a relative URL to a target on the instance.

Note: Links aren't supported in Workspace.

For workspace, I do recommend @Mark Manders's solution of adding an annotation field with the URL.
