how to make incident activity field read only only view when state is resolved in servicenow portal

Here I have given the reference image where in the portal view When the incident state is resolved or closed I want the activity button must be read only in service portal view .
Can some one help me Step by step how to make this to work in order of detail

The safest way to do this is to clone the "incident.comments" ACL of operation "write" and add a state condition to your cloned ACL.
