Need to understand the concept behind CONFLICT table (Change Management)

Hi ServiceNow Folks,

 

I would like to understand how a change request enters the Conflict table and under which cases the type will be 'Not in Maintenance Window'. There were no Business rule or Client scripts applied to the table.

 

Can someone help me understand the concept here.
