Same Tour is working for one user and not for another

Guided tour is working fine for admin user but not working for non admin user. For non admin user, some steps are not working eg. callout is not pointing correctly and it is pointing to different position for different screen size (large/small), sometimes it is showing next step not found. But the same tour is working perfectly for admin user for all screen size.

When a Guided Tour step/callout is created, we can only define a specific DOM structure for a single step. One Guide tour step can only be configured with one URL, not 2. Hence the above design is not in line with OOB design. That is why guided tour steps work for some users and do not work for others.

but I created tour in standard UI (form view) not in portal, still does it create another DOM for other users?
