There isn't a set way for models to be created. It can be through discovery or other integrations (such as SCCM) or a business could also have a process that includes the management of models that are available to their staff (and subsequently use that for publishing to the catalog). It's a good idea to leverage model normalization if you have the licensing because it allows for standardizing the models no matter their source.
