Asset Shipment Integration will not let me create a new integration profile

I am having an issue with creating a new Carrier Shipment Integration profile. The documentation says to use the Asset Workspace, but there is no option to create new. When I go to the backend table, there are ACLs on the table (sn_itam_carrier_int_profile) that have the role nobody on them. This prevents us from creating new. I deactivated those and next the fields were all read-only.

I changed the fields to read-only = false. That fixed my issue.

 

Why is all of this not unlocked out of box? I had to deactivate ACLs and make the fields not read-only.

The third-party shipment carriers must create applications that are installed, but I can't find any on the store. Has anyone got this working OOTB?
