Does ham_admin role require fulfiller user license?

I think HAM Pro is licensed by the number of "CI" and not by number of user.
but I wonder if the "ham_admin" - user role for HAM admin - user may be a fufiller type.
because I couldn't find it in the subscription user table.
Do we need fufiller user license for HAM pro?

Hi,
Checking through the official documentation and also Subscription Management you can see that HAM subscription is of type Capacity, configured by HAM Resource Category, and not Per-User, which would consider user roles.

As suggested by Mark Skoddow, a more detailed explanation of how consumption of license work, would be appreciated. I see that the subscription definition checks through UsageAnalytics Counts table but how the records are generated in it and how it is being populated for per-user subscriptions as well, is not yet clear to me. Eg. I see "Table or Script Name: IT Service Management Professional - Fulfiller User v2 allocated"
