I have a new PDI and I tried to run HAM plugin but unable to because of this error. Is there a way for me try install it as I am trying to confirm OOB settings.

I am installing it in my PDI, not production environment that will require license. Is ServiceNow limiting activating plugins like HAM in our personal instance to test/configure?

Yes, there are certain plugins that cannot be activated on a PDI, such as HAM or almost everything that resembles Now Assist.

May I ask what you want to explore?
Asset Mgmt. as part of ITSM is installed on the PDIs and you can explore nearly all features of HAM.
In case you really need HAMP, the only option is to enroll into Hardware Asset Management (HAM) Fundamentals.
