Unable to update the fields - State and Substate

Hello All,
Not sure of any other relase, but in the Xanadu release I see one anomaly which looks like a defect within the system.
For a Hardware Asset, If Substate is selected as "Pre-allocated", both the State and Substate fields become readonly and one can not update the Asset. The error says - "Can not set to pre-allocated on an update. Please create a new record." But, it does not allow to select any other values from the dropdown in State and Substate fields.
Can anyone suggest on this regards.

We noticed that issue in earlier versions of ServiceNow and made the Pre-Allocated option not visible and not selectable. For our business, we really do not use Pre-Allocated assets anyway.

Yes I agree with you. So it means the option should not be avilable for selection in the dropdown in the first place, it makes the entire form readonly. One has to go back to the list view and access the record to edit.
