Healthcare Urgency and Impact Names

Since the default words for Impact and Urgency are subjective, what have you all done to rename these so that they are meaningful for the users logging incidents? For example:

 

Urgency

"Patient lives at risk" = Critical

"Preventing work" = High

"Have workaround" = Medium

"A nuisance" = Low

 

Impact

"Affects all users" = High

"Affects a group or department" = Medium

"Affects one person"  = Low

For us the Impact has values for: 1 - Enterprise, 2 - Department/Floor, 3 - Group, 4 - Individual

Urgency values are: Critical Blocked, Blocked (Non-Critical), Delay, Annoyance
Priority values are: 1 - Critical, 2 - High, 3 - Medium, 4 - Low, 5 - Planning
