What is your organizations policy on allowing modification of Planned Start and End Date/Time of a CHG after it has been summited for Approval and is in Assess or Authorize State?

In what states can someone modify the CHG?

We have it so that Planned dates are only allowed to be editable in New/Draft state.  In support of that enforcement, the "Revert to New/Draft" menu item was customized to extend the functionality to be available all the way to into the Implement stage of Normal Changes.  This allows the Assigned To to reschedule a change in cases of "Vendor cancelled scheduled time" or other issues incurred before a production change is implemented.  This also ensures that the Assigned to has done their due diligence to contact the appropriate teams and customers to ensures the requested Planned Start and Planned End datetimes are solid.

Only being able to edit during the New/Draft stage also means that Change Request responsibility are tied to the approvers of the Change Request on it's way to the Scheduled stage.  Remember, the fulfiller is making a "request to implement a production change", it's not just digital paperwork where they are letting us know what they are doing and when.  Scheduling conflicts must be identified, questions must be asked.  The default answer is no, and they must make the case on why production must be augmented.  Change Management must be authoritative first, then informative.  A stable production environment must be protected.
