ACL debug in HRSD

Hello.
We have a specific case and I wonder how I can debug ACL's
Authentication is via SSO for users.
ACL's are checking Impersonation - (system property ImpersonateCheck is set to true) so me as admin can't impersonate. This is because we need to implement ACL's that user is not able to open HR Task if a parent assignment group (HR Case) is not the same as user.
Is there a role in the system that I can give to "normal user" that he will be able to enable ACLS debuging ? He as normal user start debug not me as admin who is impersonating and read some logs why some ACL's are running or not.
Any idea please? Or idea how to debug this case?

Not directly related, but there is now an App you can request from the store called Access Analyzer that makes this whole process so much easier and replaces the old debugging process. I imagine you could use roles to grant limited access to this.
