Alumni Center OOB flows are inactive and have security constraints to reactivate.

The Out Of Box Flows of Alumni Center application are inactive and some security constraint is blocking me from activating them, the Documentation does not mention anything about the flows but they are needed for users to be converted to alumni users. Any suggestions as to what's going on and how I can make use of this application?

I think what is being asked is that the OOB flow for Alumni creation was installed in a deactivated state with no way to turn it on.
